You practice a lot and try not to move so fast. Electrical wheelchairs move pretty fast and if you are not careful you bump into every and run over people as well. IT is somewhat like a car, you are responsible for its movement and should be watching for others as well as displays.

Er, like charge it? You should have got the charger for the system, there would have been one.
To test (after charging) needs a load test. A load could consist of several 12v light bulbs. You also need a meter of some sort. There are some very cheap digital multimeters available. Note digital, analog meters do not have sufficient scale accuracy. When discharging, do not allow the voltage across the battery to drop below 10v.
Capacity of the battery is calculated as discharge current vs time. I assume your batteries are 34 A/hr. I doubt you will get anywhere near that amount from yours.

Because as a species, we're wary of anyone "different." I'm not saying that it's justified, just that it is.
That being said, I try to make sure I talk to people who use wheelchairs the same way I talk to anyone else. If we're having a substantial conversation, and there's somewhere for me to sit, I try to do so. That way I'll be a the same approximate level.
OTOH, it's more likely a passing conversation and/or somewhere there's no seat for me, so I have to look downwards at them. Not that I don't have the same need with a lot of people; I'm tall for a woman, and at or above the average height for a man, so I'm taller than about 3/4's of the population.

contact vocational rehab...they used to pay for mobility equipment needed for work
if your hmo would not pay for a power chair-it is doubtful medicare or medicaid would pay either...too get one you have to be unable to walk around the house without assistance...so if you have a studio apartment and can manage walking around in that where there is something to hold onto within reach at least every few feet...they don't think you need a power chair to walk around a store or a work place which is much larger..
funny thing is--for some people, they will pay a lot more for a custom manual chair than for an off the shelf power chair...
for example--1 person got a $ 4000 manual wheelchair.....but purchased a power chair on his own worth about $ 2000..the insurance would not pay for the powerchair instead of the manual chair..
medicare does pay for wheelchairs if you meet the requirements

Most places have them availible for guests to use at the location. Call the main office and inquire if they provide them or not and if so see if you can reserve one for the day(s) you want to go. If they do not have them availible there are medical supply stores in all major cities where they can be rented.
But I would ask the Park first. Free is a good price.

It depends on the extent of the paralysis. If the paralysis of the legs is complete then it is likely that there is no control of bowel or bladder either. On the other hand, I am visiting a lady who still has some movement in the legs and still has control.

Other people shouldn't have to suffer just because you can't walk at a reasonable speed. Get an electric scooter or an assistance animal.

The rest of the world shouldn't need to make up for your deficiencies. If I was suddenly wheelchair bound and couldn't get things done anymore, I would at least have the balls to roll myself in front of a speeding freight train (while giving the engineer both fingers) so as not to impose my personal problems on everybody around me.

White House Tours
Public tours of the White House are available. Requests must be submitted through one's Member of Congress and are accepted up to six months in advance. These self-guided tours are available from 7:30 a.m. to 11:00 a.m. Tuesday through Thursday, 7:30 a.m. to 12:00 p.m. Fridays, and 7:30 a.m. to 1:00 p.m. Saturdays (excluding federal holidays). Tour hours will be extended when possible based on the official White House schedule. Tours are scheduled on a first come, first served basis. Requests can be submitted up to six months in advance and no less than 30 days in advance. You are encouraged to submit your request as early as possible since a limited number of tours are available. All White House tours are free of charge. For the most current tour information, please call the 24-hour line at 202-456-7041. Please note that White House tours may be subject to last minute cancellation.
If you wish to visit the White House and are a citizen of a foreign country, please contact your embassy in Washington, DC for assistance in submitting a tour request.
White House Visitor Center
All tours are significantly enhanced if visitors stop by the White House Visitor Center located at the southeast corner of 15th and E Streets, before or after their tour. The Center is open seven days a week from 7:30 a.m. until 4:00 p.m. and features many aspects of the White House, including its architecture, furnishings, first families, social events, and relations with the press and world leaders, as well as a thirty-minute video. Allow between 20 minutes to one hour to explore the exhibits. The White House Historical Association also sponsors a sales area. Please note that restrooms are available, but food service is not.
Mobility-Impaired / Wheelchairs
Visitors scheduled for tours who require the loan of a wheelchair should notify the officer at the Visitors Entrance upon arrival. Unfortunately, reservations are not possible. Visitors in wheelchairs, or with other mobility disabilities, use the same Visitors Entrance and are escorted by ramp from the entrance level to the Ground floor, and by the elevator from the Ground floor to the State floor.
Hearing-Impaired
Tours for hearing-impaired groups of ten or more may be requested through one’s Member of Congress. The Visitors Office TDD (telephone device for the deaf) is 202-456-2121.
Visually-Impaired
Tours for visually-impaired groups of ten or more may be requested through one’s Member of Congress. Guide animals are permitted in the White House.
General Tour Information
All visitors should call the 24-hour Visitors Office information line at 202-456-7041 to determine if any last minute changes have been made in the tour schedule.
Prohibited Items
Prohibited items include, but are not limited to, the following: handbags, book bags, backpacks, purses, food and beverages of any kind, strollers, cameras, video recorders or any type of recording device, tobacco products, personal grooming items (make-up, hair brush or comb, lip or hand lotions, etc.), any pointed objects (pens, knitting needles, etc.), aerosol containers, guns, ammunition, fireworks, electric stun guns, mace, martial arts weapons/devices, or knives of any size. The U.S. Secret Service reserves the right to prohibit any other personal items. Umbrellas, wallets, cell phones and car keys are permitted.
Please note that no storage facilities are available on or around the complex. Individuals who arrive with prohibited items will not be permitted to enter the White House.
Parking
The closest Metrorail stations to the White House are Federal Triangle (blue and orange lines), Metro Center (blue, orange, and red lines) and McPherson Square (blue and orange lines). On-street parking is not available near the White House, and use of public transportation is strongly encouraged.
Restrooms/Public telephones
The nearest restrooms and public telephones to the White House are in the Ellipse Visitor Pavilion (the park area south of the White House) and in the White House Visitor Center. Restrooms or public telephones are not available at the White House.

So I can't answer that it will or won't hold a wheelchair lift?
What I would do is contact manufacturers of wheelchair lifts and find out from them how, or if, they mount to passenger cars. Tell them what car you have or are planning to get. Some I remember seeing mount to the roof of the car if it is meant to facilitate the operator getting into the car as well. It's a kind of hoist type to help you load it in the back seat. And I know of lots of cars that have a carrier mounted on the rear end if mobility from the bumper to the driver's door isn't a problem for the operator. That vans we've had had swing out types from the side door that allowed the operator to basically roll in behind the driver's seat.

I don't understand how you can have an undiagnosed disability. Maybe the cause is undiagnosed, but you either have a disability or you don't. No one says "I *might* not be able to walk, but I'm not sure."

Maybe. You need to know the voltage of the batteries and the voltage required by what you want to power. If they aren't the same, other measures must be taken.

CHIP is the Community Housing Improvement Program. States receive money from the federal government which is in turn awarded to county or municipal governments to fund this program. Generally the funds can be used to provide grants to low income households for needed repairs, energy efficiency, handicap accessibility, etc. The funds may also be used to fund a revolving loan program to provide loans to low income households to help with down payments on a first time home purchase.
If you need repairs to your home and qualify as a low-income household, you should contact the county planning office to apply for a grant or loan.
