    Electric wheelchairs are inherently incapable of going too fast unless someone has hacked the controller, which is a really cool thing to do.
    I know a number of powerchair users - none of them ever complain that their chairs are too fast, some do complain about them being too slow!

    Call your wheelchair company that you bought it from. They can change the settings.
